There's some credit in the margin on the right which says Ruthay, however I don't think that he's the real artist. His site has exclusively manga stuff on it.

For some reason I recall the long "fins" "eyebrows" whatever, on wolverine as being someone's signature style and it was noticed by everyone.

I figure, if I can get the artist's name, I'll be better able to track down posters by him or her.
