Well, most of the major programs out there have free downloadable trial versions of their software and then you've got a whole barrage of other freeware & shareware digital imaging/coloring/painting programs out there to choose from. As to what they all are, I have no ideas off the top of my head.

Try GIMP: But its crappy for anything but editing.
Try OpenCanvas: Really good simple painting program; search here for links.
Try ArtRage: Kinda cool paint "simulation" program.
Try MicroSoft Acrylic: In beta so its "free" but I hear it's overglorified MSPaint.
Try a Demo: Painter and PhotoShop have free demos.

open canvas is probably the best, art rage is quite fun too.
theres inkscape, its a free vector based program, i havent tried it yet so i dont know what its like. the link to the site is here

Here's GIMPshop. The GUI kinda sucks, it's not economical or intuitive. Okay for editing I guess. It has many PhotoShop features, but they're not as polished.
compare to PS 5.5 GUI
