    Digital Drawing and Painting

I have some questions about using Programs for drawing and colorize
of pictures, how do they work. Do you draw the picture directly with the
mouse, do you scan them in or i this only possible with a drawing tab?

You can either scan in a drawing or start from scratch. Using a mouse is much more difficult than a tablet due to the unfamiliar motions involved and the lack of sensitivity (the tablet is pressure sensitive). Wacom ("whack 'em") makes a pretty good tablet, even on the low end. It even comes with one of the better entry-level art programs to boot.
The programs let you draw on multiple levels with varying degrees of opacity. While not as intuitive as natural media, they can be very powerful.
