Looks like it's got some love behind it Interesting choice of facial expression and body language, since it's not just a kind of static picture.

Personally, concept art breaks down to two branches: emotion and design. You have good emotion, since I'm guessing this character is the kind of confident but aloof character. In terms of design, I have a hard time seeing what's going on. I would assume you're going for grey suit pants with a black dress shirt with the top two buttons undone (or black track jacket unzipped part way with a white t shirt underneath), and the james dean look and hair. But this image needs stronger anatomy, stronger lineart, and stronger painting and design. I'd suggest studying some of the lineart work under the scrapbook gallery of artgerm.deviantart.com, studying google images of james dean's face and hair, and studying painting from the tutorials on artbyfeng.com.
