Nothing about his body language or expression reads as "conceited charmer." I'd lose the ghosted background images, as well.

The ghost thing: I saw several fanart with the same figure zoomed in - with a low opacity. I don't know if I like that but that's subtle at least. Your bright ones are totally distracting.
I don't see the blond guy conceited charmer either. I saw zillion conceited charmer character in anime, they don't have such empty eyes. At least the charmer part requires much more expressive eyesThe conceitedness and the annoyance should be visible in the mouth expression I think. I don't know the character's chin gesture, is it really like this? I don't think many people get it because people rarely do such a gesture. If I'd see someone to do this, I couldn't figure out what it means.
The other one has an expression at least, he seems determined and maybe slightly pissed off. His arm gesture says the same, he's kind of ready for the battle, in contrary with the uncertain, "I'm not here" other guy.
For such a picture, you need to show character and attitude more.
What's the thing in the background?
I know this image has an anime style, however, there is something about the right figure's head that bothers me. Like the jaw protrudes too far or that he has no forehead. Maybe fix his hair so that we can see a bit more of his head?
The long line in the katakana spelling of Paul should be vertical, not horizontal.

His hand is also a little distracting to me since it doesn't match the style of the other trainer's visible hand, and the wrist is significantly different in thickness. The sort of fuzziness on that arm also clashes with the crisp cleanliness of the rest of the image.
The composition isn't all that great. You've got tangents all over the place. Just sticking the same characters in background is a time-honored way to be laz... I mean... save yourself some work, but when they are poorly planned out and start taking focus away from the central figures it's time to kick them to the curb. And they are taking attention away from the central figures. They stand out too much
A tangent is where two lines meet or almost-meet but don't cross one other clearly or by a large amount. The eye is drawn to the meeting place, and if the meeting place happens to be totally unimportant like someone's elbow and a background line you end up with your viewers spending their attention on an elbow and not more important parts of the picture you worked harder on.

Problem with tangents is that when a background element seems to be touching a foreground element, they look like they're at the same level which flattens out the image. It can also confuse the eye, not knowing what line belongs to what shape, or which is supposed to be nearer. It's considered a drawing error, and the way to fix it is to either separate the forms or make the overlap obvious. "Go big or go home", in essence.
