user h4ever tried to register but error occured. Then I loged on h4ever account but it said that he has not accepted the condition. What condition???

And why webmaster ( Contact section )does not exept emails? I received email that no email come to him.

I'm sorry, I don't understand. Are you trying to create two accounts or are you helping someone else set up an account?

The "condition" is probably the "terms and conditions" that you must accept in order to be a member of the forums. Usually there is a check box that says "I accept the terms and conditions"
