You could just spent a part of your day sitting on the roof and go "Ahhhh~" in front of a fan and space out as the day goes by.
I usually never have any problem when it comes to decisions. What to wear, what to eat, where to go. But when it comes to using Photoshop or Painter to make an illustration. I become so unsure I keep going back and forth and can't stick to one. I think Photoshop is easier to use, but Painter makes me more like a "real" artist. But Photoshop is just much easier to use. Not that I want to take the easy way out, but just want to use the one that best suit my style ability and try to master it.
I had problem with the fan. But actually I was worried more about showing the motion of the blade than the perspective. But now that I take another look at it I see it. Maybe it is the lack of the metal bars on the outside that is making it look weird as well.
Her face is looking a bit flat. I think you should try to bring out the form of the head more... I think especially her cheek should be more pronounced. Also you seem to have a pretty strong light source coming from behind her but you've lit her face from in front. Her ear looks a bit too rotated clockwise
