How do you use reference photo?

Maybe dummy question but how are you people using reference photo's? I mean photos for drawing environments. Are you draw some part from photo then add your ideas or just look at how things are in real world and try to simulate this in your work? Ok i understand how to use reference for mountains and landscapes but how to apply photo reference of a city for expl to my painting?

I have read entire post above, saw how people use their references from various photos combined to single one but still have one question: can someone post example of environment creation using lots of references. Would be cool to see one.

Why don't you try doing one. It's the only way you're going to learn.
