Colour toning in Photoshop query

Hi all,
I was just looking through Feng Zhu's character design section on his website and came across this:

I can see that the sketch was coloured with markers first, but was wondering what the procedure for colour toning to achieve the second image. I think it's a nice look and would like to experiment with it, but can't quite work out how it's achieved.

If anyone can enlighten me, I'd be very grateful!

In Photoshop... take your image and add a layer, change it from "normal" to "color" and paint away. Use a many as you need... vary the opacity to get the tone you want...
