The fire gives it more energy, while also bringing out the text more than the other.

I think with fire is better, but it just looks like a red and orange glow right now, not fire. Maybe give it a more dynamic fire-shape to the border of the glow?

yea so this is how my conclusion came about
i decided to join the rest of the crowd
the flames make the logo more effective
you could even make the skulls a bit reflective
and put some orange/red light from the fire

The fire is more interesting, definitely adds an energetic mood to it, but it overshadows the more important text. I say thin the surrounding fire a bit and put a blazing outline around the text to make it stand out more than any part of the logo.
