As you can see, there's a lot of stuff going on here. I have not only a more expressive piece, but I am using new techniques that I JUST learned, as well as using *gasp* texturing. This is going to be one hell of a piece. Now all I need to do for now is add a grass layer above the dirt layer.

Actually, it is concept art. I plan on making a Pokemon game with some friends that aims at fixing the little annoyances we all have with the series, and will include a roster of over 175 (probably going to be around 190) Pokemon. 75+ of our own, and 100+ from the 3rd, 4th, and 5th Generations.

And when it comes the part that you end up being sued by Nintendo?
as long as it's a non-profit work, he can't get sued by anyone. So Dragon-Punch, keep it non-profit.

More than this you're not making a concept into a painting or a drawing or something, you're just copying someone else idea (entirely i have to say) , as dpaint says this is not what concept art is
Just to say I am new here too but looking back at your work it seems like you can only drawing from one point of view as in like the character is facing to the right, I think the major problems you need to work on is anatomy, sense of balance and understanding of 3D(well...in some cases for anime).
