What do you recommend but it need to work on windows?
For some reason GIMP won't work on my PC
It will be nice if it also have some options for photo editing.

If you want a Photoshop like (with painting and photo editing), then Gimp is the way to go. It's strange that it won't work for you, try the new realease maybe. But it's really a Photoshop like, so you will have a bunch things for photo editing and crappy painting tools.
Or you can use MyPaint for sketching/painting and Paint.net for photo editing.
There is also Krita2.4 (realeased this week) which is really good but unfortunatly the Windows version is experimental and still slow, buggy, and have restrictions compared to the native linux version.
The various freeware programs I know are the following.
Gimp (which you said doesn't work - care to elaborate what the issue is?)

Artweaver - http://www.artweaver.de/ (pretty much has Painter's old GUI apparently)
Open Canvas 1.1 - http://wistinga.online.fr/opencanvas/ (very limited but basic, I recommend it for newer users to get away from using stupid filters and just learn how to paint)
Easy Paint tool said costs about 80 but has a 30 day trial
Artweaver is okay, seems to be stiff, or lack of flexability. Would like to see artweaver update. Or I am just impatient with it.
Mypaint is amazing for an early developed software, really. I think they made a new version with option to choose canvas size? But the infinite canvas is a nice touch...would be more effective if it could use networking like oC1.1
