You've lost your horizon line with all the blurring you did. Which i feel is alittle disorienting. Also, If the moon is full, the edges are going to be crisp, not blurry. If you want to create the effect of clouds over it then you'll have to draw in the cloud shapes over the moon and determine from there which edges get lost.
Also, try and get some reference for the way the moon should be showing up on the water surface.
