There appears to be a signature just under the Deer.
Weird style of art. It's just like a man looking through his glass window.
I don't know who made it, or what it's called, but it absolutely looks like the kind of picture I would have loved to have gotten from my grandmother when I was 11.
Does 86/87 refer to the year it was made, or an edition of prints? You can make original lithography prints that would look similar. Or a soft ground etching. But, it seems more like a brush painting. The name seems to be below the deer as IKV said. Other than that, I can't help. Probably not a famous artist, but if it makes you happy, it doesn't have to be.
Love the style. I think it is beautifully done. I'm not fond of the subject matter (I dont really like nature), but the crafstmanship appears to be quite up to par. A sweet gift for sure!

Maybe you could remove the picture from the frame, sometimes artists tend to sign on the backside if it's print edition.

Anyone notice the feather on the deer? This picture is a represintaion of the womans inner spirit. She sees herself as the deer freely roaming in the mountains.
