I think anyone can be a great artist (well maybe not people who have some sort of handicap that doesn't make it possible to practice) if they really really want it and work for it.
I think that you just need to practice a lót, and it's good to have people around who can really criticize your work so you know what not to do so you can improve quicker (CA is a good place for that).
So I think that if you're passionate about something, and willing to practice a lot, not much will hold you back from getting to be good at it.

I think he more meant that everyone can draw but not everyone can be the -best-. There's a certain combination of understanding, experience and circumstance that goes into these things, yeah? But everyone is capable of learning to draw and doing it well. It is really all about practice, and also observation. The better you train yourself to observe the visual world around you, the better you'll be able to put things on paper, whether they're from life or from your head. I'd definitely take a look at what Marko said about drawing...in that...thread. Lemme snatch a link.

Its mostly a matter of confidence, if you start something and think 'hey, I can do this..' you probably can. It might take a few tries, but eventually it'll work.

There are two primary tools involved...your hands and your head. Anybody can learn to use the first to learn how to draw quite well. Not that many can get the second tool working right, so not everybody can do something truly creative that stands out from the crowd.

No. That's quite incorrect. Everybody can learn to draw good.
They won't, but this is not because they can't.
It's mostly because they aren't willing to expend the effort, or because they have some bad information. Beleiving that they can't learn how to draw good, is an example of that bad information.

A more interesting question is "Can you learn to draw like you and not someone else?"

i think anyone can "learn" to draw, but not everyone can draw well.
even with alot of practice, if you don't have the natural ability, you won't learn enough to get you good.
kinda like what elwell said, but i wouldn't go to that extreme.
i remember seeing a few students in school try REALLY hard, but there stuff just never got to the level of others who it just came easily for.

I say it's how you study...drawing only from imagination for 10 hours a day will definantly not get you better...If you study your stuff (i.e. bridgeman, loomis, etc...) you will be able to draw "well"... I saw proof of this in one person's sketchbook...He posted drawings from a few years earilier, and then posted some current drawings...there wasn't that much of a gap because you could tell there was no study (he drew angels with guns, etc...)
