You know, hucksters have been making those things since the Middle Ages, that image in particular has also been known as the Monkfish (no relation to the character on the Fast Show). There is a bit better picture here.

I find this one amusing because it is enduring. I have a book of images from the Middle Ages that has this very critter in it. Somewhere along the line I had read what it is made of, something like a halibut and a skinned monkey, very disturbing, people who would do that for a bit of attention.
