You are not using a consistent vanishing point.
How in the world did I manage to do that? This is what I constructed it on.
It's really the bottom slab and the lower railing that's bothering me a lot. I'm starting to think that perhaps it's too far out of the cone of vision, thus making it look weirdly distorted?
Or it could be the lines not converging correctly. I feel like I just took a wrong turn in the construction. If I don't figure out why it went wrong, I won't know how to do any better in the future.

I think this might have been a case of having the vanishing point in the wrong place. Apparently you can't just put the point off center just because you feel like it. Or at least it doesn't support this sort of view point (maybe if it was a tunnel it would have been ok).
I moved the point over and painted over it. I think it looks better now.
Anyhow, I think that was the perspective problem I was having. Everything else is just minor compositional things here and there (but I'm not very good at environments, hence this study.)
