I got a problem on hiring artists.

I'm lately did some businesses, which were I outsourced some art jobs and hired a few artists to do it as their part-time or freelance jobs. I'm now interested in getting some foreign artists to coorperate with me. Most of the jobs I'll supply is $4 per hour, so I think they can only attract people who are living in a place of a living standard matchable to this salary. I think I can inform the right people in forums of conceptart.org, as I see there are artists almost from every country. But My biggest question is what qualifications should I possess and what kind of contract should we seal, if I'm going to do it very formally?

And another point, is it valid in every country that an employer could require a test from a candidate before doing the real works, which won't be paid?

    Thanks in advance.

Less than minimum wage AND they have to provide free samples...? Pff, right, try DeviantArt. And offer to pay in DeviantArt Points.

Velocity: Ah... Yeah, in some viewpoint, I get paid both by the original company and the artists. But this is the way how the market runs. So I don't feel any guilty honestly. As for the low price... the average salary standard in my country is commonly even lower than that... So I don't think I'm a theft or sth. Certainly I can supply some jobs that pay more than $4. I just put a bottom line here to give the artists a mental preparation.

QueenGwenevere: I'm in China and I don't mean to hire Americans with that price, alright? The minimum wage in other countries are different sharply... But I don't know whether I can find artists that can match the standard we demand. I think there will be some remaining work forces who think the price is fine and can not find higher priced jobs temperaryly, and they are competent to match our standard. Am I expecting too much so far?

    Velocity Kendall: I'm not sure....

Welp, this all pretty much explains why the American economy is completely toast and why unemployment is spiraling out of control...

Let's just send all the work to China for five cents an hour. YAY.

Velocity Kendall: Does gtfo mean to "get the fk off"? No, please don't be so impatient. I'm genuine... I'm sticky! Calm down, buddy.

QueenGwenevere: Hey, I'm not robbing jobs. I'm supplying jobs for those who think they're doable.

And I'm here consulting with you, please give me some positive advices.

What I'm thinking now is you may well eat me, if I organize a team of artists to work for an American company... won't you?

It's just the way things are, I think, no one is evil, it's the system. We opened up a can of tasty treats with free market & open capitalism, but we didn't notice there were also some nasty worms mixed in. Globalization should've only been applied to ideas, never products. Only way to fix things is to better moral education (is that possible?), move toward more socialized society, and move toward a resource-based world economy. Now majority of humanity kneel in shadow of the faceless capitalist obelisk, many struggling in poverty easily fixable by modern science, industry, and engineering. I just hope us artists can make it through the free market's financial shit storm.

Well I'm from a country where the average wage per month is officially 800€, actually probably more close to 550€ and I would not take that job. I might be OK with that wage if I worked at a cafeteria or a factory. Given all the extra hassle working to someplace across the globe brings and all kinds of banking fees etc it just isn't worth it. Also I pay the same price for software (if not higher) and internet as say the USA (edit: also hardware, food, clothes...), it just would not give me much to live on. You are not looking for some random grunt to push manure, you are looking for a person with a specialised skillset. I don't think anyone here, who might qualify, would agree to that pay, if we want to be underpaid we can do it here.

Fuck you. You can be an evil scumbag if you want, but don't come around here asking for our help in doing so.

Of course, if the professional level of the people you hire is anywhere near your own work, I don't think anybody has any reason to worry.

    Asshole.
