Any ideas on how to make wispy feathers with sculpey?

Hello everyone, I'm having trouble figuring out how to convey this texture/these feathers.

They're very much like those on a snowy owl's face, just a bit longer, I guess.

I tried doing it with strands, but it just ended up looking like Cthulhu.
Can anyone give me any ideas of a good way to go about making these feathers/ this texture?

Could you post some images of what you're going for? It depends on how the feathers will be arranges, like do they merge together in a large mass or are they fewer individual ones?

On the mouth he has very wispy feathers, sort of similar to those many owls have on their faces.

All the attempts I've tried have ended up looking like tentacles...

I think I'd do it as Phil suggested and sculpt it like fur or hair rather than trying to sculpt individual feathers.

this is how the very talented miss monster has sculpted owl masks i would suggest looking at her style or maybe just putting owl sculpture into google have a look how others have done this and copy there style ...thers nothing wrong to copy artists that you admire and its a good way to learn.

This is how I do fur. I think if you did this and then spread each line out with a pin... you'd go crazy. but it would look right. Seriously tho, if you did this, then went over it with acetone to soften it, it might be somewhere in the realm of what you want. How big is this?

Btw: I did this with a pick and patience.
