Interesting topic Pixie Trick.
Some amphibious vehicle designs will probably be useless on some types of land terrain. Only thing i can think of to othercome the land terrain problem is a mech (crab,spider like) type design, the legs could then probably double up as a propulsion system for use in water.

I think I'm going for a tiny drone. A sort of fly-on-the-wall spy drone. (in this case: mosquito-like fly)

I was thinking more along the lines of a toy helicopter. goes underwater and then hovers over ground. It is about the size of a football and can't fly to high there fore being a land drone. It would be easy for it to go into buildings and so on.

Here's some thumbs and sketches... definitely going to try and make it less crab-like, but this is what I've got so far.
Oh crap, better get my ass in gear! I'm used to the Tues/Weds deadlines for COW lol I didn't even think to check the deadline.
Here is my sketch so far.
Just to make it clear, this unmanned drone is NOT spying humans! Since I'm trying to get away from the standard war-is-cool kind of concepts this drone is used to spy on;
Mudskippers!
'In the beginning of 2013 the US discovered a new race within the family of Mudskippers. It is believed they are more intelligent then human. And because most of the humans today are afraid of the unknown, the Ministry of Defense created an army of spydrones to watch those creatures. They could have an evil plan to overthrow the government or even the world. They could be a threat to the oil-pipes that are laying in the sea or even those on land. Or they could have some (nuclear) weapons of mass destruction. This last suspicion is enough reason to pull out all the power a country posses.
Though, to keep this activity a bit under the radar they first start with this drone-series. The bigger guns will be pulled out when the suspicion is even bigger (but still not based on facts..)!'
Spec's:
The 4 rotors can tilt forward and backwards to gain more movement. The hull of the drone is waterproof and the pontoons on the side will pull out once the drone starts to enter the water. The 'forehead' contains all the radar equipment. The belly of glass has all the observation-stuff and can take watersamples and the noses of the pontoons holds all the echo-equipment.
