    Question Blur Effect

Just wondering if anyone knows how to get this cool blur effect. It looks kind of like an old 3d image where the red/blue is slightly off.

    References:

Mr. Jack: The effect is above the head of the black figure and on his crown, also near the back of his swords handle. Also found on the white figure by his head and arm.

Gotgituey: Mainly on the top of the blade on his helmet as well as on his hand (But it doesn't seem to have the colouration change on his hand).

If anyone has any info it would be really helpful.

    Thanks in advance!

At some points it looks just like hes done it by hand. Sometimes the sharpen or sharpen more filter will give the same effect i noticed, but not necessarily.

Looks like someone moved the red or green channel a few pixels (added gaussian blur/ motion blur) and then edited out unwanted parts
I can't find a tutorial but I got similar results.

chromatic abberation is what you're after I believe. You can play around with it in filters> lens correction.
