Try mixing elements from both. I like the bottom half of number 2 but the top half of both seems a little "weak" but in general I like number 1's arms. A couple of other notes some perspective points seem slightly off.

    Hope this helps!

    about perspective or design?

Out of prospective its mainly some of the buckles and belts and like you said some points on the shoulders but the big one that keeps dragging my eye to it is the eye piece in number 2 his face is pointing straightforward and the eyepiece is going up and left (his right). As for points I found weak I feel like all the torso pads and shoulder pads should be bigger/thicker - the reason being they are pads I assume to stop bullets and other projectiles, that close to the flesh wont absorb enough impact, it makes him look frail. I would also recommend covering the arms in something or giving that part the skin tight suit because wearing a shirt underneath it like in 2 distracts me.

These are just design and costume points Hope it helps

Reference real soldiers and equipment and see if you can augment or improve on what they have also look at other future concepts from games and films etc. and see if you can use or adapt any concepts or ideas.
Looking at the two you have done it doesnt really say soldier to me as there is no chunks armour or protection it all looks a bit skin tight and more like bondage gear sorry!

This is just my opinion and you can ignore me if you wish, but thats what I get from looking at them.

They appear more like sci fi agents or some special ops than soldiers that go to war as Lightship69 said. Soldires are usually equiped to survive in really hard situations so they have many kilos of equipment to make sure of that. Check out where they particulary need big protection, what kind of problems they have to deal with and may you think abot how the weapons in this futuristic setting work. If they are like typicaly sci fi laser absed weapons he may needs some shield equipment and so on. Im looking foreward to the results, good luck.
