The tool is not gonna make the drawing, and if you know how to draw like that already, it doesn't matter which tablet you use, as long as it's functional. Most Wacom tablets are fine, they do what they're supposed to, and that's all anyone needs.
(And by the way, they are called "tablets", not drawing boards.)
But don't expect that getting a tablet or fancy software will suddenly enhance your skills. It won't. Drawing will. If you can't draw like the example yet but want to, your best bet is practicing for a while with a pencil and paper and maybe some real paint (once you're good enough with pencil and paper.)
