Delay does not come from your tablet, it comes from your computer's processing power (lack thereof). Upgrade, or use basic brushes instead so that it doesn't require as much resources.
ime using a basic brush (only have one custom brush for quick skketches) and my pc is really 1 RAM powered with an Intel 2 Gh. core and lots of space on the harddrive. It's must be the tablet then.

Tablet is a positioning device, just like a mouse.
It works at a constant speed. It doesn't know and doesn't care what applications you are running when using it. Unless you have trouble with your tablet all the time regardlees if you're working in windows or in a graphic program, it has nothing to do with it. And 2 ghz processor with 1 (gb?) of ram is definitely not enough to digitaly paint smoothly. What is the brush size you use, pic size, and dpi?
if you're using Painter, check the Painter forum on this board for tips on how to keep Painter running smoothly/
