When drawing, try to not redraw every line in 7 different times but draw one confident line as a whole instead. It may be good to try and do some practices from still life and draw it without lifting your pencil, or what i discovered worked really well for me was using a pen to try and create smooth lines. For example this one instead of having the outlines look so "scratchy" draw them in one go.
Another tip that i can give you is that you dont always have to draw the lips of the mouth completely. In your case it sometimes feels like they're very flat and just pasted on the face. Adding depth with shading and highlights would make it more realisticly (if you feel your mouth on your face you feel that it's "bulging out", hope that makes sense, lol). The way you did it here is a lot more natural.

Oohkay... If you're planning to get better in at art, you need to get yourself some serious books about anatomy. Always keep in mind, that such complex body parts as head, fingers, torso can be interpretated as a couple of simple shapes and figures, like spheres, triangles or boxes. Here's little glimpse on that thought
Try to practice drawing of simple shapes. Paint them in 1-point or 2-point perspective. And always think what you're drawing. Constatly compare to the references while you drawing. So just study hard if you think that you have guts for that.

I've already got a few serious anatomy books and I've got How to Draw Comics the Marvel Way, which includes how to draw people in proportion, and many of my sketches are practice drawings of heads and other body parts. Thanks for the feedback and help, Fawkes.
