Sounds interesting, for sure. But for the sake of clarification, would this be an underwater platform that would facilitate telecommunications? Like an underwater switchboard? Or would this be more of a repair sub?

Underwater platform that facilitates telecomunications- like a switchboard. The people on board would most likely be an engineer and two telecom personel if that helps at all.
