    And, what did he put on the canvas at the beginning at 0:28?

    It looks like he's just putting down a blob of very thin, watery paint and quickly blending it out to form a subtle glaze.
    And, what did he put on the canvas at the beginning at 0:28?
    Most likely he's coating the board with acrylic medium (probably matte) to seal in the drawing and provide a less absorbent surface (better for wet-in-wet blending).
