ive been looking through the threads of this forum and ive seen a lot of
sketches finished with Photoshop. Now, keep in mind, i am a complete rookie,
and i wasn't really sure...what it was. Also, a Wacom tablet? sorry if all this
info is posted elsewhere, hehe, i looked and what i found was tuts for it, but
nothing that really defined it, gave product names, and options/opinions. I
understand its painting software (or at least it think so :bashful: ) and that its a
medium im interested in. haha, sorry for asking such a, well, broad question,
but i sorta just wanted actual artists' advice and opinions on the best way to
go about Photoshop! again, me = new artist, so have some patience :[

A wacom tablet isn't painting software. Look up www.wacom.com
Basically it's a pen and a drawing surface. The surface picks up the pen touching it (and depending on your model, can also pick up how HARD it is touching) and then sends that to the PC and moves the mouse around / clicks etc. Check Wacom's website for models and features, but they all essentially do the same.

^ Yup, that's correct. A graphics tablet (Wacom is the biggest manufacturer) is a hard plastic surface that you draw on with a wireless stylus. When you move the stylus above the tablet surface without touching, the on-screen mouse moves. When you touch the stylus to the tablet, the mouse clicks. When you draw on the tablet with the stylus, the mouse "paints"--in other words, it click-and-drags.
One of the best things about tablets is pressure sensitivity. Most tablets can tell how hard you're pressing with the stylus. If you press harder, more color comes out or the brush becomes bigger (depending on your settings). This is extremely helpful in digital painting and drawing.
Tablets can be used for all the same things you'd use a mouse for, as well. They work just fine with Photoshop or Painter.
