Computer graphics question

How do I check it so the colors on my monitor are "true"? There are contrast/brightness knobs on the monitor and then settings within Windows display panel. I have all of these adjusted so games and other apps don't look washed out, but I saw a picture the other day and realized it was way to dark.
Is there a program or standard I can use so that i see DVD's and such the way they are intended?

Some monitors come with a little gizmo you can attach to the screen. It has a sensor and maybe software that ensures your color temperature and brightness is okay.
