You'll probably have better luck with this request at deviantART or Gaia Online. Anime-style art isn't very common around these parts, and I can almost guarantee you that anyone around here who does do anime style wouldn't do it for free.

By the way, superb hardly comes with free, japanese cartoon style or not.
